Wyoming Learner's Permit at 15: Rules, Supervisor and Cost

informational·how to guide·

Where these Wyoming permit facts come from

The age, supervisor, one-year, 10-day and fee rules come from Wyoming Statutes title 31 (W.S. 31-7-108 to 31-7-113 on the Legislature's title 31 PDF). The steps come from the WYDOT learner's permit page, and the $45 total and the payment rules come from the WYDOT Driver Services FAQ. Other facts come from the WYDOT testing, driver education, Driver Services, forms and Parent's Supervised Driving Program pages and the 2025 WYDOT document list. The 2021 WYDOT Class C "Rules of the Road" manual is used only where it agrees with the law and WYDOT. This guide is current as of 2026. Confirm the rules with the Wyoming Department of Transportation (dot.state.wy.us) before you drive.

How old must you be for a Wyoming learner's permit?

Wyoming law sets the minimum age for an instruction permit at 15. A regular learner's permit is generally for a minor aged 15 to 16, but anyone older who is learning to drive can get one too. Try our free question on the minimum age for an instruction permit to check the rule.

How to get a Wyoming learner's permit

  1. 1
    Study the manual

Study the Class C "Rules of the Road" manual. The written test has questions on the class of license you want, seat belt use and other Wyoming driving laws. The test is in English only, and an interpreter is allowed on non-commercial written tests.

  2. 2
Start on oneWYO if you want

You can start the process on WYDOT's oneWYO site, but you must finish in person. For questions, call the WYDOT learner's permit line at 307-777-4800, Monday to Friday, 8 a.m. to 5 p.m.

  3. 3
    Collect your documents

Bring the documents on the WYDOT list. Each proof of residence can be no more than 45 days old, and the two proofs must not come from the same source. Proof of your Social Security number is recommended, but the number is required on the application. Our guide to Wyoming driver's license documents lists what to bring.

  4. 4
Get a parent or guardian signature if you are under 18

A parent or legal guardian who has custody of you must sign the application. If you have no parent or guardian, the circuit court judge of your county can sign after a petition, when the court finds that you are mature enough to drive.

  5. 5
Go to a driver exam office and pay

You must appear in person at your local driver exam office to be photographed. Pass the written exam and the vision screening, and pay the $45 fee. If you fail the written test, you can take the same test twice in one day.

Who can ride with you on a Wyoming instruction permit?

Your supervisor must be at least 18, hold a valid driver's license for the type or class of vehicle you drive, be fit and able to take control of the vehicle, and sit in the seat beside you. WYDOT calls this the front passenger seat. When teens apply for a first learner's permit, the exam station gives out the Parent's Supervised Driving Program manual. Check yourself with our free question on who may supervise a 15-year-old with a permit.

How long is the permit valid, and can you renew it?

A Wyoming instruction permit lets you drive a specified class of vehicle for one year, always with your supervisor. WYDOT says a learner's permit may be renewed as many times as necessary, so you can renew it if you need more time before your next license step.

When can you get a full license after the permit?

You are 17 or older
Hold the permit at least 10 days before you apply for full driving privileges. By law, no driver's license is issued within 10 days of an instruction permit for the same vehicle class.
You are under 17
The 10 days are not enough. Under 17, you need to be at least 16, hold an intermediate permit for six months and finish an approved driver education course. Read our guide to Wyoming intermediate permit rules.
You want to sign up for driver education
Get the permit first: a minor may need it to apply for a driver education course. The course must be approved through the Wyoming Department of Education.

What does a Wyoming learner's permit cost?

Plan for $45 in total. The law sets the instruction permit fee at $40 and adds a $5 transportation information system fee, and WYDOT lists $45 for a permit. Pay by check, money order or cash. Some exam stations take credit or debit cards, but they charge an extra fee.

Wyoming learner's permit: common questions

Is there an app to log learner's permit driving hours in Wyoming?

Yes. WYDOT points parents to the RoadReady app to track a teen's driving hours. When a teen applies for a first learner's permit, the exam station gives out the Parent's Supervised Driving Program manual, and parents and teens can also download a copy. The program gives parents an easy plan to teach safe driving habits. Keep the log, because a parent or guardian certifies the 50 hours for the intermediate permit.

Can I drive in Wyoming with a learner's permit from another state?

Yes, if you follow the limits of the permit you hold. For example, if your permit requires another licensed driver to sit in the seat next to you, that limit also applies when you drive on Wyoming roads.

Does my parent have to be the one who rides with me?

No. The law asks for a person who is at least 18, holds a valid license for the type or class of vehicle, is fit and able to take control of it, and sits beside you. That can be a parent, a relative or another adult who meets these rules. Under 18, a parent or guardian must still sign your application.

How many hours must I drive with a learner's permit?

Log your practice from the start. To get the intermediate permit, you need at least 50 hours of practice driving, with at least 10 hours at night, and a parent or guardian must certify them. WYDOT has a Behind-the-Wheel Driving Certification form for those hours.

Do I have to carry my learner's permit when I drive in Wyoming?

Yes. Wyoming law lets you drive on an instruction permit only while you have the permit in your immediate possession. Keep it with you each time you drive, and drive only when a supervisor who meets the age and license rules sits beside you.
