Wyoming Intermediate Permit Rules: Curfew, Passengers and Exceptions

informational·how to guide·

Where the Wyoming intermediate permit rules come from

The rules come from Wyoming Statutes title 31 (W.S. 31-7-110 for the limits, and 31-7-108, 31-7-109 and 31-7-113 for the full license, the class name and the fee) and the WYDOT learner's permit page. Other WYDOT sources are the forms page, the driver education page, the Parent's Supervised Driving Program page and the 2021 Class C driver manual. This guide is current as of 2026. Confirm the rules with the Wyoming Department of Transportation (dot.state.wy.us) before you drive.

Who can apply for an intermediate permit in Wyoming?

You can apply at 16 or older after you hold an instruction permit, which WYDOT calls a learner's permit. Wyoming law names the intermediate permit class I2, and WYDOT also calls it a graduated driver license. The law sets the fee at $30, plus a $5 transportation information system fee, so you pay $35 in total. A parent or guardian must certify your practice hours before WYDOT issues the permit.

How to get a Wyoming intermediate permit

  1. 1
Hold your learner's permit for 10 days

Keep the learner's permit for at least 10 days before you apply. You must also be at least 16.

  2. 2
    Log 50 hours of driving

Complete 50 actual driving hours, including 10 hours at night. WYDOT offers an optional log, and parents can track hours in the RoadReady app.

  3. 3
Get the parent or guardian certification

A parent or guardian certifies the hours on the Behind-the-Wheel Driving Certification form from the WYDOT forms page. No permit is issued without it.

  4. 4
Go to a driver exam office in person

You are photographed, surrender your current permit and bring the documents on the WYDOT list. You pass a vision screening, and a parent or guardian signs the application.

  5. 5
Pass the skills test or complete driver education

Pass a driving skills test with Driver Services, or complete driver education through an approved program.

Passenger limit and seat belts on a Wyoming intermediate permit

Without a licensed adult along, you may carry only one passenger under 18 who is not a member of your immediate family. Passengers from your immediate family do not count toward that limit. When a licensed driver 18 or older is with you (WYDOT says in the front seat), you may carry more, but only if every occupant wears a seat belt. Without the adult, you and all your passengers still wear seat belts. Try the free practice question on the intermediate passenger limit.

Wyoming intermediate permit curfew: 5 a.m. to 11 p.m.

You may drive on a public highway only between 5 a.m. and 11 p.m. Outside those hours, you need a licensed driver 18 or older with you, a signed exception form, or a medical emergency. Check yourself with a free practice question on the night driving limit.

Exceptions to the Wyoming intermediate permit curfew

  • Licensed driver 18 or older: the hour limit does not apply when this person is with you and holds a valid license for the vehicle you drive.
  • Medical necessity: the law asks for a signed statement from medical personnel. WYDOT says a medical doctor signs the exception form.
  • Work: your employer signs the statement for driving to or from work.
  • School and activities: a parent or guardian signs for school, a school activity, organized youth sports or a religious activity.
  • Medical emergency: if you have no choice other than to drive to the hospital, you do not need the form.

How the intermediate permit exception form works

For a work, school, activity or medical necessity trip outside the hours, complete the Intermediate Permit Driving Exception Form and carry it in the vehicle. WYDOT uses the forms on a limited basis, and a form is not global. For example, a team member who drives home after 11 p.m. from out-of-town games needs a form for each individual game.

Can you drive right now on your intermediate permit?

It is between 5 a.m. and 11 p.m., and you carry no more than one passenger under 18 who is not immediate family
You may drive. You and all your passengers wear seat belts.
You want to carry two or more non-family passengers under 18, and no licensed driver 18 or older is with you
Do not take them. A violation of the limits means a 30-day permit suspension.
It is after 11 p.m. or before 5 a.m., and a licensed driver 18 or older is with you
You may drive.
It is after 11 p.m. or before 5 a.m., no licensed adult is with you, and the trip is for work, school, a school activity, youth sports, a religious activity or medical necessity
Drive only with the signed exception form in the vehicle.
It is after 11 p.m. or before 5 a.m., and a medical emergency leaves you no choice other than to drive to the hospital
You may drive. No form is needed.

What happens if you break the intermediate permit limits

Wyoming law requires a 30-day suspension of your intermediate permit for a violation of the passenger or hour limits. WYDOT keeps these records separate. They are not open to the public, and only law enforcement may inspect them. The suspension cannot be the basis for a higher insurance premium or a canceled insurance policy for you or your parents.

How long you hold the permit and when a full license comes

WYDOT says you must hold the intermediate permit for at least six months or until you turn 17. Before 17, full driving privileges need six months on the intermediate permit and an approved driver education course. Without driver education, you are not eligible for full driving privileges before 17. The full license and driver education rules explain the next step.

Key takeaways

  • Apply at 16 or older after 10 days on a learner's permit, 50 hours of practice driving (10 at night), and a skills test or approved driver education. The fee is $30 plus $5.
  • Drive only from 5 a.m. to 11 p.m., with no more than one non-family passenger under 18, and everyone in seat belts. A licensed driver 18 or older with you lifts the hour and passenger limits.
  • Carry a signed exception form for each late work, school, activity or medical necessity trip. A medical emergency needs no form, and a violation means a 30-day suspension.

Wyoming intermediate permit: common questions

Does the adult have to sit in the front seat to lift my intermediate permit limits?

Wyoming law lifts the passenger and hour limits when you are with a person 18 or older who holds a valid license for the type of vehicle you drive. The WYDOT page is stricter: that person sits next to you in the front seat and holds a license with full driving privileges. To meet both, seat a fully licensed adult beside you.

Do the intermediate permit limits apply on a motorcycle in Wyoming?

The car limits apply to vehicles other than motorcycles. A rider with an intermediate motorcycle permit may carry no passenger at all. The restricted hours also apply, with only the medical necessity, work, school and activity, and medical emergency exceptions. A licensed adult along does not lift the motorcycle limits.

Can I use a learner's permit from another state to get a Wyoming intermediate permit?

Yes. Wyoming law accepts a similar permit from another jurisdiction in place of a Wyoming instruction permit. You still need 50 hours of practice driving, including 10 at night, certified by a parent or guardian. At the driver exam office, you surrender the out-of-state permit, pass a vision screening, and pass a skills test or complete approved driver education.

When does a Wyoming intermediate permit expire?

The 2021 WYDOT Class C manual says an intermediate license expires automatically 30 days after the holder's 17th birthday. WYDOT also says you must hold the permit for at least six months or until you turn 17. Apply for full driving privileges before the permit expires, so that you can keep driving.

Can police pull me over only for breaking the intermediate permit curfew?

No. Wyoming law says no motor vehicle may be halted solely for a violation of the intermediate permit limits. If an officer stops you for another reason and finds a violation of the passenger or hour limits, the violation can still lead to the 30-day permit suspension.
