informational·how to guide·

Where these Georgia Class C facts come from

The two options, the affidavit, the permit exchange and the road test car rules come from the DDS Drivers Manual. The documents and the visit steps come from the DDS Class C license page. The 18-and-over road test rules come from the DDS road test page. The pass marks, the fees and the teen rules come from the DDS test and exams, fees and terms, Teen Drivers and ADAP pages. This guide is current as of 2026. Confirm the rules with the Georgia Department of Driver Services (dds.georgia.gov) before you drive.

Do I need a learner's permit at 18 in Georgia?

DDS pages differ on this point. The DDS Drivers Manual lets a first-time applicant age 18 or older apply for a Class C right away, with no permit. But the DDS road test page for drivers 18 and over lists a valid Georgia learner's permit among its requirements. The safer plan is to get a Class CP permit before you book the road test. If you plan to skip the permit, ask your DDS Customer Service Center first. A permit also gives you 2 years to get your supervised practice hours with a qualified driver beside you.

How to get a Class C license at 18 or older, step by step

  1. 1
Submit the online form and gather your documents

Submit the online License/ID/Permit Form before you visit a DDS Customer Service Center. Then gather proof of your identity, your residential address, and U.S. citizenship or lawful presence. See the list below.

  2. 2
    Study for the knowledge exam

The exam has a Road Rules Test and a Road Signs Test. You need at least 15 of 20 on each, and you need no appointment. Study the DDS Drivers Manual and our free question on the knowledge exam pass mark.

  3. 3
Get 40 hours of supervised driving

You sign an affidavit that you did 40 hours of supervised road driving, and 6 of those hours were at night.

  4. 4
Pass the vision and knowledge exams

You need at least 20/60 vision in one eye, with or without glasses or contacts, and a 140-degree field of vision. Then take the Road Rules and Road Signs tests.

  5. 5
Book and pass the road test

Book an appointment online: DDS takes no walk-ins and no same-day appointments. A licensed driver age 21 or older must come with you, and only you and that driver may be in the car. You need at least 75% to pass. The Georgia road test guide explains the test day.

  6. 6
    Take your photo and pay

Take your license photo and pay the license fee. Your Class C is valid for 8 years.

Documents to bring for a Georgia Class C

  • Proof of identity. U.S. citizens bring 1 document, such as a U.S. birth certificate (original or certified copy) or an unexpired U.S. passport or passport card.
  • Non-citizens bring 1 document for identity and 1 document for lawful status, if required.
  • Two documents that prove your Georgia residency, from separate sources or separate accounts. They must show your name and current residential address. A P.O. Box does not prove residency.
  • Your full Social Security Number, entered on the online License/ID/Permit Form.
  • All documents must be in English. If you hold a license, permit or ID card from another state, you must surrender it. See what to bring to DDS for examples of each document.

Which car can I use for the Georgia road test?

You provide the car, and DDS gives the Class C road test only in a four-wheel vehicle. Bring a paper copy of the registration and a current insurance card. The car must pass a DDS safety inspection before the test. If the car has temporary tags or you bought it in the last 30 days, bring the bill of sale. A rental car is allowed, but many rental agreements do not allow driver testing. You must be listed as a driver on the contract, and DDS reviews a copy of it to decide if testing is allowed.

What to do in your situation

You hold a Class D license and you are 18
You can upgrade to Class C online or in the DDS 2 GO app. You must have held the Class D until age 18 or for one year and one day, with no major traffic violations in the 12 months before you apply. U.S. citizens need no other documents or tests.
Your old Georgia license expired more than 2 years ago
You must pass a vision test, a road test, and an exam on road signs and road rules. You must also meet the REAL ID document rules if you have not done so before.
Your license is suspended
You are not eligible to take the road test for drivers 18 and over while your license is suspended.

Who can ride with you while you practice?

With a Class CP permit, you may drive only when a person at least 21 years old sits in the seat beside you. That person must be licensed to drive a Class C vehicle and be fit and capable of controlling the car. For more on this rule, see our free question on who must ride with a permit holder.
