Utah School Bus Law: When to Stop and the $1,000 Minimum Fine

informational·how to guide·

Where the Utah school bus rules come from

The stopping rules and the fines are in Utah Code 41-6a-1302. The Utah Driver Handbook 2026 (Section 8 H, School Bus Stopping) gives road-by-road examples. The bus driver report process is in Utah Code 41-6a-1303, and the school-zone speed is in Utah Code 41-6a-601. This guide is current as of 2026. Confirm the rules with the Utah Driver License Division (dld.utah.gov) before you drive.

What each school bus light means

What each school bus light means
Bus signalWhat you must doReason in the law
Flashing amber lightsSlow down. You may go past the bus with due care and caution, at no more than the school-zone speed of 20 mph.The speed limit is for the safety of school children who may be near the bus.
Flashing red lights, seen from the front or rearStop right before you reach the bus. Do not go until the red lights stop flashing. The bus is stopped to load or unload children, or for an emergency.

Do you stop when you come up behind a school bus?

Yes. The stop rule applies when you meet a bus from the front and when you come up behind it. Stop before you reach the bus when its red lights flash, and stay stopped until the lights go off. Wait for the lights, not for the door to close. The practice question on a bus with flashing red lights tests this rule. A school bus has a "school bus" sign on the front and rear, in letters at least eight inches high.

When must a bus driver use the red lights?

A bus driver must use the red lights when children get off the bus to cross a highway, when the bus stops to load children who must cross a highway to board, and at any time when it would be hazardous for vehicles to pass the stopped bus. The driver may use red lights only when the bus is stopped to load or unload children, or for an emergency.

Do you stop for a bus on the other side of the road?

You drive on a two-lane road
Stop. Traffic in both directions must stop for a bus with flashing red lights.
You drive on a four-lane road with no median
Stop. Traffic in both directions must stop. The practice question on a four-lane road with no median tests this rule.
You drive on a divided highway and the bus is going the opposite direction
You do not have to stop. On a divided highway with four or more lanes and a median, only the vehicles behind the bus must stop. The practice question on a bus across a divided highway tests this rule.
You drive on a highway with five or more lanes and the bus goes the opposite direction
You do not have to stop. A left-turn lane or a two-way left turn lane can count as one of the five lanes. Traffic behind the bus must still stop.
The bus goes the opposite direction and stops at an intersection or place that a traffic signal or a peace officer controls
You do not have to stop. Follow the signal or the officer.

Take care even when you do not have to stop

Children getting on and off a bus can run into the road without warning. Near a school bus, slow down and watch for them, even when the law does not make you stop. The exceptions apply only to a bus that goes in the opposite direction. If you travel in the same direction as the bus, stop for the red lights on every type of road.

Minimum penalty for passing a school bus in Utah

Minimum penalty for passing a school bus in Utah
OffenseMinimum fineMinimum compensatory service
First offense$1,00010 hours
Second offense within five years of a previous conviction or bail forfeiture$2,00020 hours
Third or later offense within five years$3,00040 hours

How the $1,000 minimum works

Passing a bus with red lights, or passing a bus with amber lights faster than 20 mph, is a class C misdemeanor. The amounts in the table are minimums. A court may order compensatory service in place of all or part of the fine, but the court must record its reasons. The Driver License Division keeps a record system that sets school bus convictions apart from other convictions and separates a first conviction from later ones. A conviction usually means higher insurance rates.

School bus cameras and bus driver reports

A photo or video from an automated traffic enforcement safety device (a camera) can serve as evidence of a violation. When it does, 20% of the fine goes to the school district or private school that owns the bus or contracts for its operation. A bus driver who sees you pass can also report your vehicle, with or without camera images.

What happens after a bus driver reports your vehicle

  1. 1

The bus driver files a report

The bus driver may send a report to the school district transportation coordinator no more than two working days after the violation. The report gives the license plate number and state and a description of the vehicle, and it may include photos or video.

  2. 2

    The district sends a letter

The coordinator sends a notification letter to the last-known registered owner of the vehicle. The letter is not a citation from a peace officer.

  3. 3

The report may go to the police

The coordinator may file the report with the local law enforcement agency for the place of the violation.

  4. 4

    The police may investigate

The agency may have a peace officer start an investigation of the reported violation.

Key takeaways

  • Flashing red lights: stop right before the bus and stay stopped until the red lights stop. Flashing amber lights: slow down and pass only at 20 mph or less.
  • On a two-lane road or a four-lane road with no median, drivers in both directions must stop.
  • Drivers on the other side of a divided highway, at a signal or officer, or on a highway with five or more lanes do not have to stop. Still take care near children.
  • Passing a school bus the wrong way is a class C misdemeanor. The minimum is $1,000 and 10 hours of compensatory service, then $2,000 and $3,000 for repeat offenses within five years.

Utah school bus law: common questions

Do you have to stop for a school bus on a divided highway in Utah?

Only if you travel in the same direction as the bus. If the bus goes the opposite direction on a divided highway, you do not have to stop. On a highway with four or more lanes and a median, only the vehicles behind the bus stop. On a four-lane road with no median, drivers in both directions must stop.

What is the fine for passing a school bus in Utah?

For a first offense, the minimum penalty is $1,000 plus 10 hours of compensatory service. A second offense within five years brings at least $2,000 and 20 hours, and a third or later offense within five years at least $3,000 and 40 hours. The offense is a class C misdemeanor, and a court may order compensatory service in place of all or part of the fine.

Can I pass a school bus with flashing amber lights in Utah?

Yes, but slow down first. With flashing amber lights, you may go past the bus with due care and caution, at no more than the school-zone speed of 20 mph. The limit protects school children who may be near the bus. The practice question on amber school bus lights tests this rule.

Can a school bus camera give me a ticket in Utah?

It can supply the evidence. A photo or video from an automated traffic enforcement safety device can be evidence of a school bus violation. A bus driver can also report your vehicle, with its plate number, within two working days. The school district then sends a letter to the registered owner, and the police may start an investigation.

Is $3,000 the maximum fine for passing a school bus in Utah?

No. The law calls $1,000, $2,000 and $3,000 minimum penalties. $3,000 is the minimum for a third or later offense within five years of a previous conviction or bail forfeiture, and it comes with at least 40 hours of compensatory service. The Driver License Division keeps a record that separates a first conviction from later ones.

How long do I have to wait behind a stopped school bus with red lights?

Wait until the flashing red lights stop. You may not go on while they flash, even if you cannot see any children. The bus driver uses red lights while children load or unload, and also when it would be hazardous for vehicles to pass the stopped bus. When the red lights go off, go on with care.
